1. General Information

1.1 What are the Thimphu Thromde Services under the G2C System?

There are a total of 10 thromde services under the G2C services. The services are:

  • Building Construction
  • Issuance of Building Occupancy Certificate
  • New water line connection
  • Water pipeline shifting
  • Water pipeline shifting (new)
  • Disconnection and reconnection of water meter (new)
  • Replacement of water meter (new)
  • Upgradation/downgradation of water connection capacity (new)
  • Sewer connection to main sewer line
  • Vacuum Tanker services

2. Water Services 

2.1 What are the various water services available under the G2C Thimphu Thromde?

The Thimphu Thromde provides the following water services:

  • New water supply connections including water meter installation
  • Pipeline shifting
  • Disconnection and Reconnection Water meter replacement
  • Upgradation and downgradation of water connection

2.2 Where do I get the form for new water supply connection?

The forms are available at the Customer Service Center (CSC) at the Thromde Office or you can download from the Thimphu Thromde website.

2.3 What are the procedure for application of water services?

To apply for new water connections including water meter installation, the following is the procedures:

  • Fill up the prescribed Form and submit to CSC
  • Feasibility study carried out by water supply section to finalize suitable taping point.
  • Pay fees for connection including that of water meter installation at CSC.
  • Get appointment for meter connection.

To apply for pipeline shifting, disconnection and re-connection and water meter replacement, the following are the procedures:

  • Submit application to CSC stating the nature of compliant/ activity being requested for.
  • Get appointment through CSC for site visit.
  • Pay fees accordingly for execution of the work.

2.4 What are the document requirements for the application of water services?

To apply for water services, the documents required are:

  • Citizenship Identity Card (CID) of the property owner Plot number of the property
  • Thram number of the property
  • Location of the property.

2.5 What are the charges for water connection charges including installation of water meter?

The charges applicable for water connection including installation of water meter are:

2.6 Why field verification is conducted?

Before field verification you should get recommendation from the building section.

And the field verification is conducted to check the feasibility of the connection.

2.7 When will be the water meter issued?

Water Meter will be issued after the approval from Engineering Division and the payments for connection.

2.8 What are the owner's responsibilities and Thromde's responsibilities?

The property owner shall also be responsible for the maintenance of the water meter after the installation. Thromde will connect the private line to the municipal main.

2.9 What are the standards for building meter chamber?

The Meter Chamber must be built according to the Standard Water Meter Chamber Drawing which can be collected from the office or can be downloaded from the website.

Meter shall be installed only when the meter chamber is ready.

2.10 Who inspect the site for water pipeline shifting?

The site shall be jointly inspected by the surveyor along with the applicant to ascertain the position of the pipeline and it alignment and the need for further re-alignment.

2.11 To whom shall the owner contact to for the cause of realignment of water supply pipeline?

The owner shall contact to the Chief Engineering for the cause of realignment of water supply pipeline.

3. Sewerage Services

3.1 What are the types of sewer services under the G2C services?

The two sewer services under the G2C services are application for new sewer connection/connection to the main sewer line and application for vacuum tanker services.

3.2 What are the procedures to apply for connection to main sewer line?

To apply for connection to main sewer line for new buildings, you should:

  • Submit the sewerage drawings (3 copies) along with other drawings to Customer Service Center(CSC)
  • Feasibility study will be carried out by officials from the Sewerage Section based on the site condition
  • If found feasible, applicant will be required to deposit Nu. 3000/- as sewerage connection fee at CSC
  • Approved drawings including relevant details will be forwarded to Development Control Division (DCD), Thimphu Thromde.

The sewerage connection works shall be inspected and verified by official upon completion of works to accord final approval for availing occupancy certificate.

To apply for connection to main sewer line for old buildings, you should:

  • Submit an application requesting for sewerage connection
  • Feasibility study will be carried out by officials from Sewerage Section based on the site condition
  • If found feasible, applicant will be required to deposit Nu. 3000/- as sewerage connection fee at CSC
  • Formal approval including relevant details will be accorded to applicant upon submission of receipt of payment
  • The sewerage connection works shall be inspected and verified by officials upon completion of works to accord final approval

3. 3 Who approves the new sewerage connection?

The final approval for new sewerage connection is done by the Thromde.

4. Vacuum Tanker Services

4.1 What is the procedure to apply for the vacuum tanker service?

To apply for the vacuum tanker service, you will have to submit the duly filled up form along with the service charge at the Customer Service Center.

4.2 How will I know about the deployment of the vacuum tanker?

You will be notified through sms on the date on which the tanker will be deployed.

4.3 What are the charges for availing service of vacuum tanker?

The service charge for availing the vacuum tanker is Nu. 1000 per trip.

4.4 What are the document requirements to avail the vacuum tanker?

To apply for the vacuum tanker service, you will have to provide:

  • Building Number
  • Plot Number
  • Water meter Number

4.5 How can I make the payment for the vacuum tanker?

You can either make the payment for the service charge for the vacuum tanker at the Customer Service Center or through the G2C wallet.

5. Construction Approval Services

5.1 What are the different application types in construct approval?

There are two types of construction approval: major construction application and minor construction.

5.2 What is a major construction application?

A major construction application is the application for a construction of a new structure/building. 

5.3 What is a minor construction application?

A minor construction application is the application for the following works Repair of existing structure Extension (vertical or horizontal) to existing structure Gate Construction Boundary Wall construction Garage Construction Any other type of work that is not major construction

5.4 What are the procedure for application of a major construction approval? To apply for a major construction approval, you will have to submit the duly filled up application form along with all the document requirements to the Customer Service Center.

5.5 What are the documents requirements for a major construction approval?

The document requirements for the approval of a major construction approval are:

  • Copy of Land ownership certificate
  • Copy of Development Site Plan
  • Three sets of architectural drawing (A3 size) drawn to a suitable scale.
  • Three sets of Structural drawing (A3 size).
  • Three sets of Electrical drawing (A3 size).
  • Three sets of Utility drawing (A3 size).
  • Three sets of Certificate of the Design Team (A2 size).

5.6 What are the procedure for application of a minor construction approval?

To apply for a minor construction approval, you will have to submit the duly filled up application form along with all the document requirements to the Customer Service Center.

5.7 What are the documents requirements for a major construction approval?

The document requirements for the approval of a minor construction approval are:

  • Undertaking letter from the Structural Engineer, in case of the building being repaired or extended.
  • Certification of the structural capacity Three sets of drawings (A3 size)

5.8 What is the turnaround time for major construction approval?

The turnaround time for major construction approval is:

  • Submit Documents to Customer Service Center at the Thromde Office
  • Customer Service Center forward to the Architect (3 days)
  • Architect forward for utility scrutiny (5 days for Structure, 3 days for Electrical & 1 day for water and sewerage)
  • After utility scrutiny, Architect prepare Note-sheet (for management & fees approval 1 day) 

6. Occupancy certificate issuance

6.1 From where do I get the application?

You can get the application form from the customer service center or it can be downloaded from the Thimphu Thromde website.

6.2 What are the conditions required to qualify for Occupancy certificate issuance?

The conditions required for occupancy certificate are:

  • All architectural features and room sizes must conform to the approved architectural drawings. The completed building must be safe for occupancy.
  • Septic tank & soak-pit should be constructed as per the approved drawings. Or the sewer line should be connected to the main public sewer line.
  • All plumbing/water supply works must conform to the approved drawings. Placement of water meter and connection to main water line should bein conformity with water and sanitation rules, 1995.
  • Construction debris around the building, and/or on the abutting road,and/or adjoining property should be cleared by the applicant.
  • There should be proper surface-water drainage system and access to road.

7. Fees

7.1 What are the application fees for application for construction approval?

The fee structure for construction approval are:

Note: The minimum scrutiny fee of Nu. 3000/- or Nu. 16.14/sqm (whichever is higher) shall be charged for land development / building. A fee of Nu. 500/- shall be charged for renewal of development/building permission.
