1. General Information

1.1 What are the services under the civil registry services?

➢ There are a total of 14 services under the civil registry services that are provided through online G2C portal at the moment.

The list of the services are provided in Annex 1. 2.

2. Issuance of Citizenship Identity Card (CID)/Special Residence Permit Card

2.1 Where can I apply for CID card?

➢ If you are registered as citizen/SRP holder in the census record, you can apply from the following places, irrespective of one's permanent address:

o Dzongkhag Civil Registration Offices, DCRCO (All 20 Dzongkhags)

o Thromde Civil Registration Office, TCRCO (Currently Gelephu & Sjongkhar Throm)

o Department of Civil Registration HQ, DCRCHQ, Thimphu

2.2 Where can I apply for Special Residence Permit Card?

➢ You can apply only in DCRCHQ.

2.3 When will I get my CID card/special residence permit card?

➢ For the CID/SRP card processed from DCRCHQ, the applicant shall receive the printed cards the same day or the day after depending upon the crowd.

➢ For the CID/SRP card processed from respective DCRCO and Thromde, the applicant shall receive the printed cards within 5 to 6 days. Since the card printing is centerlized at the DCRCHQ, the printed cards are printed in bulk and then dispatched to the respective Dzongkhags and Thromdes in a stipulated time.

2.4 Where can I collect my citizenship card/special residence permit card?

➢ The printed card can be collected from the place where the cards have been processed.

2.5 Who can apply for this service?

➢ A Bhutanese citizen who is/are 15 years of age and registered with the DCRC.

➢ A Special Residence Permit holder who is/are 15 years of age and registered with the DCRC.

2.6 How to apply for this service?

➢ An applicant will have to report in person with the duly completed application form (BCRS-CID/SRP-01) endorsed by the respective Gup, Dzongkhag/Thromde Civil Registration and Census Officer and Dzongdag/Thrompon.

➢ It is mandatory that the people applying for the first time must route their application from the Gewog office.

2.7 What are the document and other requirements to avail this service?

➢ To avail this service, you will need:

o Duly completed application form ( BCRS-CID/SRP-01) endorsed by the respective Gup, Dzongkhag/Thromde Civil Registration and Census Officer and Dzongdag/Thrompon.

o One Recent Passport size photograph endorsed by Gewog official with seal

2.8 What are applicable fees to avail this service?

➢ Nu. 100 for fresh/processing CID/SRP cards for the first time and for renewal of CID/SRP cards if the date of expiry of the earlier issued card is less than or equal to six months.

3. Issuance of Replacement CID/SRP card

3.1 Where can I apply for replacement of citizenship ID card/special residence permit card?

➢ If you are registered as citizen/SRP holder in the census record, you can apply from the following places, irrespective of one's permanent address:

o Dzongkhag Civil Registration Offices (All 20 Dzongkhags)

o Thromde Civil Registration Office (Currently Gelephu & Sjongkhar Throm)

o Department of Civil Registration HQ, Thimphu

3.2 When will I get my CID Card/special residence permit card?

➢ The printed card can be collected from the place where the cards have been processed.

3.3 Who can apply for this service?

➢ A Bhutanese citizen/SRP holder whose CID/SRP card validity is less than or equal to six months. Others can be for the following reasons:

o Renewal card

o Lost card

o Damaged card

o Change of Image

o Typographical Error

3.4 How to apply for this service?

➢ An applicant will have to report in person with the duly completed citizenship identity card/SRP replacement form. (Application Form No. BCRS-REP-01 for replacement and Form No.BCRS-LOST-01 for lost of CID/SRP card)

3.5 What are applicable fees to avail this service?

➢ Nu. 300 if validity of the CID/SRP card at hand is more than six months.

➢ Nu. 300 if it is replacement due to change of image or other reasons but on production of the old CID/SRP card.

➢ Nu. 400 for lost card/if you failed to produce the CID/SRP cards.

4. Registration of Birth

4.1 Where can I apply for registration of birth?

➢ You can apply from the followings:

o Dzongkhag Civil Registration Offices, DCRCO (All 20 Dzongkhags)

o Thromde Civil Registration Office, TCRCO (Currently Gelephu & Sjongkhar Throm)

o Dungkhag Civil Registration Office, Dungkhag CRCO (Phuntsholing, Sipsu, Lhamoizingkha and Gelephu)

o Department of Civil Registration HQ, DCRCHQ, Thimphu (The department has not yet started issuing the birth certificate)

4.2 When will I get my birth registration completed?

➢ The standard service delivery time for birth registration is 30 days from the date of submission of application.

4.3 Who can apply for birth registration?

➢ Children born to the Bhutanese parents (both father and mother) inside or outside Bhutan. The registration should be done within one year of delivery of child. If a child is more than one year and is still not registered in the census record, the concern parent/guardian will have to apply to the Department or concerned Dzongkhags/Thromdes who in-turn shall carry out further verification before granting permission for registration.

4.4 What are the document and other requirements to avail this service?

➢ The documents required for birth occurred in Bhutan are:

o CID/SRP card copies of the parents

o Copy of Court Marriage Certificate (CMC) of the parents of the new born. In the absence of CMC, statement of the Tshogpa/Thromde Thuemi confirming the parentage of child(Gup's endorsement is compulsory if birth is certified by Tshogpa) o Notification of birth/birth documents (if born in the country). In absence of notification of birth/birth documents, statement from concerned Tshogpa endorsed by the Gup/Thromde Thuemi confirming the parentage of child.

➢ The documents required for birth occurred overseas are:

o CID/SRP card copies of the parents

o Copy of Court Marriage Certificate (CMC) of the parents of the new born. In the absence of CMC, statement of the Tshogpa/Thromde Thuemi confirming the parentage of child(Gup's endorsement is compulsory if birth is certified by Tshogpa)

o Birth Certificate (issued by competent authority).

In the absence of birth certificate, statement confirming the parentage of child from the Head of Chancery for Bhutanese citizens serving in Bhutanese Embassies/Missions or statement from concerned Tshogpa endorsed by the Gup/Thromde Thuemi confirming the parentage of child.

4.6 What are applicable fees to avail this service?

➢ No fee except the service charge if the application is submitted at CC.

5. Birth Registration for Non-Bhutanese& MC After 1985

5.1 Where can I apply for this service?

➢ Currently, the birth registration for the children of Non-Bhutanese & MC after 1985 is not carried out by the DCRC. However, the cases of MC After 1985 are maintained by Department of Immigration, MoHCA.

6. Census Transfer

6.1 Where can I apply for this service?

➢ You can apply from the followings:

o Dzongkhag Civil Registration Offices, DCRCO (All 20 Dzongkhags)

o Thromde Civil Registration Office, TCRCO (Currently Gelephu & Sjongkhar Throm)

o Dungkhag Civil Registration Office, Dungkhag CRCO (Phuntsholing, Sipsu, Lhamoizingkha and Gelephu) o Department of Civil Registration HQ, DCRCHQ, Thimphu

6.2 When will I get my census transfer service completed?

➢ The standard service delivery time for census transfer is 3 days from the date of submission of the duly completed application form BCRS-CT-01/02/03.

6.3 Who can apply for this service?

➢ A Bhutanese citizen/SRP holder who is/are registered with the DCRC.

6.5 What are the document requirement to apply for the service?

➢ To avail for this service, you will need:

o Duly completed census transfer application form No. BCRS-CT-01 (inter Dzongkhag), 02 (within Dzongkhag) and 03 (within Gewog) which includes:

o Signature of applicant

o Endorsement of both relieving and receiving HoH in the form

o Endorsement of both relieving and receiving Gup in the form o Endorsement of both relieving and receiving DCRCO

o Endorsement of both relieving and receiving Dzongdag/Thrompon

o Lagthram is mandatory if the census is to be transferred into a new household.

6.6 What are the applicable fees?

➢ No fee except the service charge if the application is submitted at CC.

7. Citizen/SRP Individual Information

7.1 Where is this available from?

➢ This service is currently not available.

8. Name Change/Correction of DoB

8.1 Where is this service available from?

➢ This service is available at DCRCHQ only.

8.2 When will my name change/dob correction service completed?

➢ The standard service delivery time for name change/correction of DoB is 1 day from the day of submission of the duly completed name change/correction of DoB application form along with the required supporting documents.

8.3 Who can apply for this service?

➢ A Bhutanese citizen/SRP holder who is/are registered with the DCRC and wanted to process for necessary changes according to the valid supporting documents.

8.4 What are the documents required?

➢ To avail this service, you will need:

o Duly completed application form (BCRS-NC & AC-01) along with the following relevant documents: with class X, XII and degree certificates or highest academic certificate obtained (Original certificates must be produced for authentication/attestation)

✓ Armed Forces: Copy of service record certified by record officer along with class X, XII and degree certificates or highest academic certificate obtained (Original certificates must be produced for authentication/attestation)

✓ Judiciary, Autonomous Agencies and Corporations: Copy of service record certified by personnel/HR officer along with class X, XII and degree certificates or highest academic certificate obtained (Original certificates must be produced for authentication/attestation)

✓ Monks and Nuns: Certification by Zhung Dratshang/Uzin/Head of institution

✓ Students: Copy of academic certificate or highest academic certificate obtained (Original certificates must be produced for authentication/attestation)

✓ Private Employees :Certification by the employer along with class X, XII and degree certificates or highest academic certificate obtained (Original certificates must be produced for authentication/attestation)

✓ Others: Certification by Tshogpa with endorsement of Gup/Thromde Thuemi for Thromde

8.5 What is the applicable fees?

➢ There are no fee requirement for this service.

9. Death Registration

9.1 Where is service available?

➢ You can apply from the followings:

o Dzongkhag Civil Registration Offices, DCRCO (All 20 Dzongkhags)

o Thromde Civil Registration Office, TCRCO (Currently Thimphu, Gelephu & Sjongkhar Throm)

o Dungkhag Civil Registration Office, Dungkhag CRCO (Phuntsholing, Sipsu, Lhamoizingkha and Gelephu) Department of Civil Registration HQ, DCRCHQ, Thimphu

9.2 When can I avail the service?

➢ The standard service delivery time for death registration is 30 days from the date of submission of the duly completed application form along with the supporting documents.

9.3 Who can apply for the service?

➢ A requestor (parents/children/relatives/Gup etc) can apply to process for death registration.

9.4 What are the document requirements?

➢ To apply for this service, you will need:

o Duly completed application form (BCRS-DR-01)

o Notification of Death/Documents related to death(death certificate issued by health facilities/Tshogpa statement endorsed by Gup) that has occurred in Bhutan and Death Certificate for death that has occurred overseas

o Original CID/SRP card of the deceased

o Copy of CID/SRP card of the requestor

9.5 What are the applicable fees?

➢ No fee except the service charge if the application is submitted at CC.
