Integrated Citizen Services

  • Mother will require Login to Citizen Services Portal www.citizenservices.gov.bt
  • Click 'Census' on the Citizen Services Portal and log in with Username (CID Number) and Password.
  • Click on the Birth Registration from the list of DCRC Services.
  • The child must be less than or equal to ONE year from the date of delivery at the time of registration.
  • Fill in the details of the newborn correctly as required in the web-based application form.
  • Details of father and mother will be auto-filled with the Marriage Details from the Judiciary System.
  • Enter mobile number wherever required for the SMS purpose.
  • Attach the scanned birth documents in one pdf file in the attachment field.
  • The father will receive SMS subsequent to submission of application by the mother. He must log in from Citizen Login with his CID number through Single Sign On (SSO) from the Citizen Portal and Approve/Reject application accordingly.
  • If the child is to be registered in the household other than either of the parents' household, the Head of Household (HoH) will receive SMS subsequent to verification of application by the Father. He/She must log in from Citizen Login with his/her CID number and Password through Single Sign On (SSO) from the Citizen Services Portal and Approve/Reject the application accordingly.
  • The Guarantor will receive SMS subsequent to verification of application by the father/HoH. He/she must login from Citizen Login with his CID number and Password through Single Sign On (SSO) on the Citizen Services Portal and Approve/Reject application accordingly.
  • Track the application status with the Application Number through Track Your Application on the Citizen Services Portal.
  • The parents must maintain the Application Number until the child is found successfully registered in the Bhutan Civil Registration System (BCRS)
  • Criteria of Guarantor:
    The Guarantor must be:
    1. A Bhutanese aged between 18-65 years;
    2. Someone from the different household;
    3. Someone who had not been guarantor for a maximum of 3 Birth Registrations; and
    4. Someone who is not an employee working in the Civil Registration and Census Offices.

  • Click on the Birth Registration from the list of DCRC Services.

  • The CID number of the father should be filled manually and the details of the father will be auto-filled from the system.
  • Enter mobile number wherever required for the SMS purpose.
  • Attach the scanned birth documents in one pdf file in the attachment field.
  • If the child is to be registered in the household other than either of the parents' household, the Head of Household (HoH) will receive SMS subsequent to verification of application by the father. He/she must login from Citizen Login with his/her CID number and Password through Single-Sign-On (SSO) on the Citizen Services Portal and Approve/Reject application accordingly.
  • The Chiwog Tshogpa will require to login from Official Login with his/her Username and Password and Approve/Reject application accordingly. The application will be submitted to respective Gup after the approval of Tshogpa.
  • The Gup/Thromde Ngotshab/Thromde Tshogpa will need to log in from Official Login with his/her Username and Password and Approve/Reject application accordingly. The application will then be directed to DCRC for verification and approval.
  • The application status as Rejected/Pending for Resubmission by Mother will appear in the mother's dashboard and mother will be alerted through SMS for the required action.
  • The mother will be notified through SMS with the Citizenship Identity Number of the child after the application is approved by the DCRC.
  • Track the application status with the Application Number through Track Your Application on the Citizen Services Portal.
  • The parents must maintain the Application Number until the child is found successfully registered in the Bhutan Civil Registration System (BCRS).

DIRECTION FOR DEATH REGISTRATION

  • The Requestor (one of the family members or next of kin of deceased aged above 18 years) will require to login to the Citizen Services Portal www.citizenservices.gov.bt using their credentials.
  • Click on the Death Registration from the list of DCRC Services.
  • Fill in the details of the deceased correctly as required in the web-based application form.
  • Enter mobile number wherever required for the SMS purpose.
  • Attach the scanned death documents in one pdf file in the attachment field. This is required only for the deaths occurring inside the Health Facility and such application will not require verification of Gup and Tshogpas.
  • The Requestor must be a Bhutanese/Special Resident aged above 18 years;
  • The Requestor will receive SMS after submission of the application.
  • For death occurring inside the Heath Facility (Hospital/ PHC), the application will be directed to the Department of Civil Registration and Census (DCRC) for verification and approval. The death certificate (must be clear and legible) issued from the Health Facility must be submitted in the attachment field.
  • For death occurring outside the Health Facility (Home/Other), the application will be submitted to concerned Chiwog Tshogpa/Thromde Ngotshab/Thromde Tshogpa for verification and approval. The requestor/family must contact the respective Tshogpa and Gup if the application is pending at their level. The status can be tracked from the Track Your Application field on the Citizen Services Portal.
  • The application status as Rejected/Pending for Resubmission will appear in the Requestor's Dashboard. He/she will be alerted through SMS for the required action.
  • The requestor will be notified through SMS when the application is approved by the DCRC and status of deceased will be updated as "D" in the BCRS.
  • The Requestor must maintain the Application Number until it is approved and updated successfully in the Bhutan Civil Registration System (BCRS).
